Smoking Regulation Act veto override fails By Kathy Helms WINDOW ROCK — By a vote of 14-6, the Navajo Nation Council failed Friday to garner the two-thirds vote necessary to override President Ben Shelly’s veto of the Navajo Nation Smoking Regulation Act of 2011.
